Provisions in the American Recovery and Reinvestment Act of 2009 (ARRA) state that the HHS Secretary, acting through the National Coordinator, will establish a grants program for States to facilitate  and expand the use of electronic health information using nationally recognized standards.  Eligible organizations are  States or qualified State-designated entities.
