New Physician Adoption Statistics

The CDC recently released its latest report on the adoption of electronic health records/electronic medical records (EHR/EMR) amongst office-based physicians from the National Ambulatory Medical Care Survey. As a physician who trained and initially practiced in a time where nearly every order, record, and prescription was paper-based, the results are striking to me.

A Defining Moment for Meaningful Use

The Centers for Medicare & Medicaid Services (CMS) issued its draft definition for the “meaningful use” of electronic health records (EHRs) today as part of its notice of proposed rulemaking (NPRM).  The NPRM describes the proposed implementation of incentives to providers for the adoption and meaningful use of certified EHRs.  This NPRM from CMS kicks off a 60-day public comment period to help inform its development of the final 2011 meaningful use criteria.

The Extension Center Model for Health System Transformation

A recent New Yorker article by Atul Gawande skillfully draws an analogy between today’s health care crisis and the food crisis our country faced a century ago. Whereas the heath care system currently consumes about 17% of the U.S. economy, Americans spent more than 40% of their income on food at the turn of the last century. Like our current health care system, there existed a huge chasm between what science suggested could be achieved in improved quality and productivity and how farmers dispersed throughout the country were actually practicing.

Gawande describes how the federal government developed the agricultural extension program to bring the latest science to real-world practice. By finding practicing leaders in the community, developing pilot projects, providing implementation expertise and technical assistance, and continuously building on what was learned, these regional extension centers developed best practices that ultimately became embedded into U.S. farming practice. A century later, food consumes just 8% of household income.

Expanding and Strengthening the Health IT Workforce

Today the administration announced two additional programs to support the development of the skilled workforce needed to support broad adoption and use of health IT.  Awards totaling $32 million to establish or expand university-based health IT training programs and $6 million dollars to develop a health IT competency testing program will complement the previously announced workforce development program grants established through the Recovery Act.

Innovation in Health IT: A Key Component to Improving Care

As Americans, we realize the importance of relentless innovation.  A key component of securing a healthy future for all Americans relies on harnessing innovation in health IT.

The new Strategic Health IT Advanced Research Projects (SHARP) Program announced today and funded at a level of $60 million through the HITECH Act, is designed with this purpose in mind. This program will fund projects in areas of research where breakthrough advances are needed to address barriers in health IT adoption.  Addressing these breakthrough areas will require the most advanced thinking the nation can bring to bear.

Beacon Communities: A Proving Ground for Health IT

As a physician, I’m trained to rely on proven methods and seek evidence that new approaches to care will lead to better outcomes.  The new Beacon Community Program, announced today and funded at the level of $235 million through the HITECH Act, is designed with that approach in mind.  This program aims to further strengthen advanced health information exchange capabilities established within 15 diverse communities throughout the United States.

The Evidence for HIT

In February 2009, President Obama and the Congress launched a vast, ambitious program to improve the health of Americans, and the performance of their health system, by building a nationwide, interoperable, private and secure, electronic health information system.  This vision – of health care empowered by a modern information system, serving each and every American according to their needs and preferences – reflects decades of study and thinking by health care experts, health professionals, and average citizens.
