The Privacy & Security Tiger Team is currently considering policy recommendations to ensure that authentication “trust” rules are in place for information exchange between provider-entities (or organizations). We are currently evaluating these trust rules at the organizational level, and as such, our scope here does not include authentication of individual users of electronic health record (EHR) systems. For purposes of this discussion, authentication is the verification that a provider entity (such as a hospital or physician practice) seeking access to electronic protected health information is the one claimed, and the level of assurance is the degree of confidence in the results of an authentication attempt.

The Information Exchange Working Group (IE WG) of the Health IT Policy Committee has been charged with identifying and recommending solutions to barriers standing in the way of rapid nationwide adoption of health information exchange. The focus is both on barriers that prevent individual health care providers from efficiently and effectively conducting health information exchange transactions, as well as on obstacles that impede States and/or State Designated Entities from being effective enablers of health information exchange.

The HITPC Governance Workgroup is charged with developing a set of recommendations on the scope and process of governance for the nationwide health information network, including measures to ensure accountability and oversight. The Workgroup will hold a hearing September 28th to gather input. For more information about the hearing, please visit http://healthIT.hhs.gov/FACAs. The Workgroup also welcomes written comments from the public on the questions it has asked hearing panelists to address.

The final rules on the meaningful use of electronic health records (EHRs) are out, and they are expected to help improve Americans’ health, increase safety and reduce health care costs through expanded use of EHRs. The regulation defines the “meaningful use” objectives that providers must meet to qualify for Medicare and Medicaid incentive payments. This commences a five-year national initiative to adopt and meaningfully use electronic health records for health care.

In January 2010, at the White House Forum on Modernizing Government, President Obama noted that, “Improving the technology our government uses isn’t about having the fanciest bells and whistles on our websites – it’s about how we use the American people’s hard-earned tax dollars to make government work better for them.” Now, six months later, the newly formed Enrollment Workgroup of the Health IT Policy and Standards Committees has begun the discussion of how to bring eligibility determination and enrollment in health and human services programs into the 21st century.

The HIT Policy Committee (HITPC) invites you to attend the Privacy and Security Tiger Team’s upcoming hearing on consumer choice technology. The Tiger Team is a workgroup which has been assigned the task of analyzing and providing recommendations on privacy and security issues on an expedited basis to the HITPC, and ultimately to the Office of the National Coordinator for Health Information Technology.
