In January 2010, at the White House Forum on Modernizing Government, President Obama noted that, “Improving the technology our government uses isn’t about having the fanciest bells and whistles on our websites – it’s about how we use the American people’s hard-earned tax dollars to make government work better for them.” Now, six months later, the newly formed Enrollment Workgroup of the Health IT Policy and Standards Committees has begun the discussion of how to bring eligibility determination and enrollment in health and human services programs into the 21st century. The HIT Policy Committee (HITPC) invites you to attend the Privacy and Security Tiger Team’s upcoming hearing on consumer choice technology. The Tiger Team is a workgroup which has been assigned the task of analyzing and providing recommendations on privacy and security issues on an expedited basis to the HITPC, and ultimately to the Office of the National Coordinator for Health Information Technology. The meaningful use (MU) of electronic health records (EHRs) has great potential to improve the quality, efficiency and safety of health care. If we are not careful, however, benefits may disproportionately accrue to those best positioned to implement and use new technologies. That could have the unintended consequence of growing health, health care and health information disparities. (more…)

On April 21st, the HIT Policy Committee held a meeting in Washington, DC. To begin, Paul Tang, the Chair of the Committee and the Chief Medical Information Officer at the Palo Alto Medical Foundation, and George Hripcsak, the Co-Chair of the Committee and a Department of Biomedical Informatics Chair at University of Columbia, gave a Meaningful Use Workgroup update. The meaningful use of patient-facing e-health applications has great potential to improve the quality and efficiency of health and health care. Particularly for people with chronic conditions, research demonstrates that patient activation, chronic care self-management, and shared decision making with their clinicians can have a substantial impact on effectively managing their health. The Health IT Policy Committee’s Strategic Plan Workgroup was charged to develop recommendations to ONC for consideration as it updates the 2008 Federal Health IT Strategic Plan. The workgroup, with input from the full policy committee and the public, has produced a draft, which will be the subject of a listening session on April 6. The HIT Policy Committee gathered for its second meeting of the year on February 17th in Washington, DC. The majority of the meeting time was dedicated to discussing recommendations of the Meaningful Use Notice of Proposed Rulemaking (NPRM) and Standards and Certification Interim Final Rule (IFR). Four Committee workgroups presented recommendations for the existing criteria, to better enable the electronic health records (EHR) incentive program to achieve its objectives and facilitate progress toward the ultimate goal of improving health and health care of all Americans.
